Short answer by agency type
Quick picks — by use case, no overall winner
What makes an agency CRM different
A generic CRM comparison evaluates one sales team selling one product. An agency runs two loops: its own pipeline (proposals, retainers, renewals) and its clients' loops (their leads, their campaigns, their reporting). The software questions are different: separation between client data, whether clients get access, whose brand appears, and whether you can resell the platform itself. Any shortlist that ignores those questions is answering the wrong problem.
Evaluation methodology
We reviewed current official documentation and published pricing for HighLevel, HubSpot, Pipedrive and Zoho CRM in September–October 2026. No hands-on testing was performed; every claim traces to vendor sources listed in Sources & verification. Products are evaluated by use case, not ranked overall.
Comparison table
| Product | Own pipeline | Client separation | White-label | Pricing model |
|---|---|---|---|---|
| HighLevel | Yes (built in) | Sub-accounts (3 on Starter, unlimited above) | Yes — SaaS Mode on Agency Pro | Flat plan + usage |
| HubSpot | Excellent | Portals / business units on higher tiers | No (partner tools, not white-label) | Per seat; free tier for 2 users |
| Pipedrive | Excellent | One workspace; separate accounts needed | No | Per user; tiers |
| Zoho CRM | Solid | Separate orgs; no native sub-accounts | No | Per user; free 3-user tier |
Best for internal agency sales
For selling your own services, the classic sales CRMs win on depth: HubSpot's pipeline and deal tooling or Pipedrive's clean pipeline-first workflow beat platform-style products for pure deal management. HighLevel's pipeline is capable but its strength is the attached automation, not the deepest deal analytics. If your agency's own pipeline is the only requirement, a sales CRM is the lighter, sharper purchase.
Best for multi-client management
This is where HighLevel's architecture is genuinely different: sub-accounts give every client their own workspace under one login, with separate contacts, automations and reporting. The other three products handle multi-client either through expensive higher tiers (HubSpot business units), separate full accounts (Pipedrive, Zoho), or not at all. If client separation is the requirement, the shortlist gets short fast.
Best for white-label / SaaS resale
Reality check
“White-label” means different things: client-facing reporting with your logo (common) is not the same as reselling the platform under your brand with your billing (rare). HighLevel's SaaS Mode on Agency Pro is the genuine resale model in this group — client subscriptions, your markup, your branding. Verify the exact depth of any white-label claim before building a revenue model on it.
Individual product assessments
HighLevel
Agency platform (CRM + automation + resale)
Verdict: The strongest answer to the multi-client and resale questions — and a heavier, less specialized tool for pure internal sales than the dedicated sales CRMs.

- SaaS Mode and rebilling on Agency Pro
- Built-in SMS/email automation, booking and reviews
- Flat plan pricing; SMS/call usage billed on top
Pricing (verified Sep 2026 — Starter $97 · Unlimited $297 · Agency Pro $497 per month)

Best for: Agencies selling their own services with a real sales process.
- Free tier (2 users) with core pipeline
- Starter from ~$15/seat on annual offers
- Professional ~$90/seat — watch the tier cliff

Pricing (verified Oct 2026 — per seat; Starter ≈$15–20, Professional ≈$90 (annual))
Pipedrive
Sales CRM (per-user)
Verdict: The cleanest pipeline-first sales CRM of the group — focused, quick to adopt, with add-ons that quietly raise the bill.
Best for: Agencies that live in their pipeline and want minimal setup overhead.
- Pipeline-centric design, fast adoption
- Entry tier ~$14/user/month (annual billing)
- Advanced/Professional tiers add automation and reporting
- LeadBooster and Campaigns as paid add-ons
Pricing (verified Oct 2026 — from ~$14/user/mo (annual); tiers to ~$99/user/mo)
Zoho CRM
Sales CRM (per-user, free tier)
Verdict: The budget-friendly all-rounder: a permanent free tier for three users and the lowest per-seat ladder of the group.
Best for: Small agencies that need a real CRM without a per-seat bill shock.
- Free plan for up to 3 users (permanent)
- Standard ~$14 · Professional ~$23 · Enterprise ~$40 per user
- Zia AI included from Enterprise
- Zoho One bundle for the wider Zoho suite
Pricing (verified Oct 2026 — Free (3 users); paid from ~$14/user/mo)
Pricing at different agency sizes
| Agency size | Per-seat reality | Flat-rate alternative |
|---|---|---|
| 1–3 people | HubSpot free / Zoho free / Pipedrive ≈$42/mo | HighLevel Starter $97/mo flat |
| 5–10 people | Per-seat stacks: ≈$75–$400/mo | HighLevel Unlimited $297/mo flat |
| Multi-client, reselling | Per-seat × clients gets expensive | HighLevel Agency Pro $497/mo + SaaS Mode |
Sub-accounts and client access
Decide early whether clients log in. If they do (portals, reporting, approval), you need real separation: sub-accounts or separate instances. If clients never touch the software, a single workspace with good tagging may be enough — and the cheaper sales CRMs reopen as options.
Automation
HighLevel's automation is built in (sequences, triggers, booking, reviews) and applies per sub-account. The sales CRMs automate the deal flow but hand marketing automation to add-ons or separate hubs. If client campaigns are part of your service, that difference is the decision.
Migration considerations
- Export everything before you commit: contacts, deals, notes and attachments.
- Map your pipeline stages to the new tool's stage model before migrating.
- Migrate active deals first; historical data second.
- For client workspaces, migrate one pilot client before the rest.
When HighLevel makes sense — and when it does not
HighLevel makes sense when the agency's requirements include client workspaces, client-facing automation or white-label resale — those are its category, and the pricing page explains the plan trade-offs. It does not make sense when the only requirement is the agency's own pipeline: a sales CRM is sharper and cheaper there. And it is not a white-label claim factory — read the full pricing breakdown before building revenue models on features that sit on specific plans.
