HighLevel Pricing: $97 vs $297 vs $497 Plans Explained

HighLevel's base plans are simple: $97, $297, $497. The real invoice is not. This page separates the base subscription from usage, AI add-ons and phone charges — and explains which plan each type of business should actually pick.

Key takeaways

  • The three plans differ on four axes: sub-accounts, white-label depth, rebilling and API access.
  • Core features (CRM, funnels, calendars, SMS/email marketing) are on every tier.
  • SMS, email and call usage bill separately on top of every plan.
  • AI Employee is a per-location add-on from $50 — and phone charges still apply on top.

Starter: who it fits

Starter carries the full core platform — CRM, pipelines, funnels, calendars, SMS and email marketing, reputation management — with three sub-accounts. It fits a single business that wants lead capture, follow-up automation and booking in one place. It does not fit an agency structure: no rebilling, no SaaS Mode, and API access is effectively absent.

Unlimited: who it fits

Unlimited removes the sub-account ceiling and adds rebilling at cost, a branded desktop app and basic API access. That is the classic agency plan: every client in their own sub-account, usage passed through at cost, your brand on the desktop app. What it still lacks is the resale layer — clients cannot be sold the platform itself.

Agency Pro: who it fits

Agency Pro is the SaaS play: SaaS Mode lets you sell client subscriptions with your own pricing and branding, rebilling supports markup, and automated sub-account creation plus advanced API make the model repeatable. If white-label resale is not your business model, $497 buys capabilities you will not use — Unlimited is the stopping point for most agencies.

$97 vs $297

The $200 jump buys one thing for single businesses (nothing essential — you still get three sub-accounts) and everything for agencies (unlimited clients). The deciding question is not feature depth but account structure: if you will exceed three client workspaces, the jump is inevitable; if you never will, Starter is complete.

$297 vs $497

The $200 from Unlimited to Agency Pro buys the resale business model: SaaS Mode, markup rebilling, automated sub-account provisioning. Agencies that bill clients for services stay on Unlimited; agencies that sell HighLevel subscriptions themselves move up. There is no gray area worth $200.

Annual billing

HighLevel publishes annual billing at roughly a 17% effective discount — approximately $970/yr for Starter, $2,970/yr for Unlimited and $4,970/yr for Agency Pro (about $81 / $248 / $414 per month equivalents), verified against the official pricing page in October 2026. The official trial is 14 days. There is no free plan, and an Enterprise tier exists with custom pricing. Verify the current annual figures before budgeting — the structure is stable, the numbers move.

Sub-account limits

Three on Starter, unlimited above. Note that “unlimited” refers to the account count, not to usage: each sub-account's SMS, calls and AI consumption still bills separately. The ceiling you care about is usually usage, not accounts.

SaaS Mode

SaaS Mode (Agency Pro) is what makes HighLevel a resale platform rather than a tool: clients subscribe under your brand, your pricing, your billing. If you are not reselling, it has no function — do not pay for it aspirationally.

Rebilling

Rebilling passes platform costs to clients: at cost on Unlimited, with markup on Agency Pro. The practical effect: client usage (SMS, calls, AI) can become client revenue instead of your cost. That single mechanic often justifies the plan jump on its own for agencies passing usage through.

API differences

Starter: none or location-level. Unlimited: basic API. Agency Pro: advanced API including automated sub-account operations. Only relevant if you build integrations — most users never touch the API and should not pay for it.

AI pricing

AI is a separate layer from the platform plan. AI Employee Growth costs $50 per location (~1,000 Conversation AI responses plus 100 combined Voice AI minutes); AI Employee Unlimited costs $97 per location with unlimited voice AI under fair use. Pay-per-use exists as an alternative, with component rates — voice engine, text-to-speech and model tokens — published in HighLevel's AI Product Pricing documentation and revised during 2026. The crucial separation: even “Unlimited” covers the AI portion only; phone-system telephony charges (roughly $0.012–$0.017 per minute by direction) bill on every plan.

Voice / SMS / email usage

SMS and email send through prepaid usage, not the plan: SMS is billed per segment (plus carrier fees), email per volume, calls per minute. A plan that looks like “$297 flat” is really “$297 + volume”. Our comparison pages state usage costs where the vendors publish them; budget usage separately from the subscription or the invoice will surprise you.

What can appear on a HighLevel bill?

2 · Phone / SMS / email usageCalls per minute, SMS per segment, email per volumePrepaid usage on every plan — the largest variable
3 · AI plan or pay-per-use AIAI Employee Growth/Unlimited, or component ratesFrom $50/location; pay-per-use billed by usage
4 · Optional add-onsHIPAA, white-label mobile app, premium support, WhatsApp and similarSeparate per-item subscriptions

Why the invoice exceeds the plan

The base plan is the floor, not the bill. SMS, calls and AI consumption are separate layers on every tier — a platform's real cost is decided by volume, which is why our comparisons state usage costs where vendors publish them.

Not-obvious costs

  • SMS/call/email usage on top of every plan.
  • AI Employee per location — and telephony still bills even on AI Unlimited.
  • WhatsApp and similar channel add-ons where used.
  • A2P 10DLC registration requirements for US texting.
  • Migration and setup time — the platform's breadth is real work to configure.

Which plan should you choose?

One business, one workflow: Starter. Multiple clients, services model: Unlimited. Selling the platform itself: Agency Pro. The plan question is structural — account count, rebilling, resale — not feature depth. Answer those three and the price follows.

When HighLevel is overkill

When the measured gap is one automatic SMS, an existing CRM already works, or the real requirement is field-service depth — dispatch, inventory, job costing. HighLevel is a platform; buying it for one feature is paying for a building to use one room. The missed-call comparison and the service-business CRM guide cover the smaller and the different purchases.
